Power on nodes located on top of the rack #156

At BSC server room, we can see that we have low airflow on the top of our rack. This causes the top nodes to heat and increases our average intake temperature. It can be observed when booting the two owl1 and owl2 nodes, after a SLURM job runs:

We may want to keep them powered on, or relocate the nodes so that we keep the top ones powered to improve heat distribution.
