Merge outputs of MPI in a single directory

Some MPI implementations now have their headers in the dev output as
well as the mpicc wrappers.

Enable separatedebuginfo for common BSC packages
...
For now, we keep dontStrip for packages that already had it for systems
without the separatedebuginfo support.
